Historical Context

Under the Coastal Regulation Zone Notification 2019 (GSR. 37(E), dated 18-01-2019), coastal waters under state jurisdiction extend up to 12 Nm from Low Tide Line into the sea.

OSPCB initially lacked the capability to monitor and analyze coastal samples to world standards. The CMC was created through MoU with State Government on April 24, 2010, adopting this activity as a continual part of the Board's functioning.

CMC Establishment
Coastal Management Cell established on July 22, 2010, through MoU with State Government under ICZMP to develop coastal monitoring capabilities.
2013
Monitoring Begins
Environmental surveillance work commenced for Paradeep to Dhamra (80 KM) coastal stretch with systematic sampling and analysis protocols.
2017-18
Sagar Utkal Operational
Pollution monitoring vessel 'Sagar Utkal' completed in November 2017 and began operations in January 2018, enhancing offshore monitoring capabilities.
2021
Statewide Expansion
Monitoring extended to entire 480 KM Odisha coast covering 6 coastal districts and 91 strategic locations under NWMP (Coastal).
2022
Outfall Monitoring
Added 58 coastal outfalls to monitoring network, strengthening surveillance of pollution sources along the coastline.
2023
R&D Wing Established
Research & Development wing established under CMC on January 11, 2023, formalizing research activities and collaborations.
